Censorship is legal banning of the publication or distribution of printed or recorded materials by the government.
审查制度是指政府对发表、印刷物发行或者录音材料的法律上的禁止。（审查(制度)是对出版物、电影、戏剧等进行审查，以禁止淫秽、低级或不道德的作品的出版、发行或制作。此种行为因经常被指责侵犯出版自由、言论自由而受到反对。）
Once a relatively straightforward constitutional concept, censorship has become an increasingly contested issue. Anglo-American constitutional discourse traditionally saw governmental censorship as a regrettable (though occasionally necessary) departure from the overriding normative goal of providing constitutional protection for the widest possible “free exchange of ideas. “Censorship, in this frame, signified external governmental restraint on the internal preferences of individuals to speak or write “their own mind. ”
审查（制度）曾经是一个相对简单的宪法概念，现在这个概念变得越来越有争议。传统英美法系的宪法观点认为政府的审查制度偏离了旨在尽可能广泛的为“思想自由交流”提供宪法保护这一最为重要的(压倒一切的)规范目标，这一偏离是令人遗憾的，尽管有时候是必要的。
Debate over censorship emerged in relationship to prior restraints imposed by governmental officials. The English licensing system, in which an official censor decided what publications were allowed to go to press, provided the classic example. Although licensing disappeared during the 17th century, the issue of prior restraints remained central concern of U.S. constitutional doctrine.
对审查制度的争论与政府官员事先施加的限制有关。典型的例子就是英国的许可制，在该制度下，官员审查决定哪些出版物可以获准付印。尽管许可制在17世纪的时候已经消失了，但是事前限制的议题仍然是美国宪法学说的核心关切。
